Gujarat electricity bill surcharge: Congress seeks accounts for 3.99% FPPAS charge
The Gujarat Congress has demanded that the government and power companies disclose how a new 3.99% fuel surcharge is calculated, saying September bills include arrears for July and August.

The Gujarat electricity bill for most consumers now includes a higher fuel surcharge, and the Gujarat Pradesh Congress Committee has asked the state government and power distribution companies to explain how it is calculated.
What changed
The charge is the Fuel and Power Purchase Adjustment Surcharge (FPPAS). From April to June 2026 the base FPPAS was ₹2.30 per unit with no variable surcharge, according to Gujarat Samachar. From 1 July 2026 the base rose to ₹2.45 per unit, and a variable surcharge of 3.99% was added.
The variable charge is applied to the combined energy charges, base FPPAS and fixed or demand charges, on the bill amount excluding electricity duty, The Blunt Times reported in September. It estimated that bills would rise by about 40 to 45 paise per unit on average, or about ₹125 a month for a household using 300 units.
Homes, shops, offices and factories are affected. Agricultural connections are exempt, according to Gujarat Samachar.
Congress demands full accounts
At a press briefing on Friday, Congress spokesperson and media convenor Dr Manish Doshi said September bills include arrears for July and August, because the new rate took effect on 1 July. He questioned charging 3.99% on top of the ₹2.45 base, saying it inflates bills.
Doshi said the government and power companies must publicly disclose the precise basis of the calculation and full accounts of power generation and purchase costs. He also asked for clear, itemised bills so consumers can see each charge.
No official response yet
The reports did not include a response from the state government or the power distribution companies. This story will be updated if the state government or the power companies respond.
How to check your Gujarat electricity bill
Look for the FPPAS line on your bill. Compare the units billed and the FPPAS amount with your July and August bills to see whether arrears have been added.
